Best method to connect to 4k TV via hdmi?

Want to connect my dreamcast to my 4k tv so it'll have to be via hdmi, I've seen mixed suggestions on other sites, would my best option (quality wise) be to connect via vga adapter and then into vga to hdmi box?

vga to hdmi converter, depending on how good the internal scaler is in your tv. what is your tv?

A couple weeks ago I tried to find a VGA to HDMI converter that would upscale the picture from 480p but I was not able to. The converters in Amazon say that they are upscalers too but when you start asking questions you find they don't.

My vga to hdmi box doesn't up scale but my Vizio tv does display 480 through hdmi.
