Bought VA1 board off AliExpress what are these wires soldered on for?

Hey guys, I bought this VA1 board off AliExpress to hopefully replace with my Dreamcast that shows no signal. Have yet to plug it in and test it, but am wondering watsup with this chip that has wires soldered to it? Should i leave it as is or desolder the wires?
