Dreamcast VA1 fan spins led blinks no image no sound

Hi.
I got this dc that it has this weird problem. Has a picopsu + adapter. The fan spins and led blinks, something similar like the nes red blinking ligth. GD rom has a broken ribbon cable connector, so its not connected.
I checked caps with a multimeter and all seems fine but Im quite confused about those marked. All of them have resistance (kOhm) from ground to any of the 3 ground pins. The values on the photo are from the positive side to the 3.3v rail. Is that normal?
Also I checked voltages. On some of those caps, the values are around 2.0 V. The big cap shows 1v. Could it be a short?
