Digital Eclipse founder Mike Mika posted this on Twitter yesterday. He said this was sent to them back in the day but he doesn't remember anything about it.
It's dated 10/24/2000. He suspects it might have been sent to them as a possible localization project from Japan. I looked up the name but I can't find anything on it. No games on Dreamcast or any other platform with this exact name. Hopefully he'll have more info for us soon. He is in possession of a System Disc so he should be able to read it.

Update: Turns out it's a puzzle game they developed in-house. Here's some footage of the prototype:

He's just posted video footage of the game running and it was a game that Digital Eclipse got to Proto and he'd forgotten all about.

The golem on the main menu screen reminds me of the Golem from Golem no Maigo.
