Let me explain the jitter. Snes has a 256x224 resolution. With square pixels, it makes a 8:7 aspect ratio. When the snes outputs video to a CRT, it stretches the pixel to 4:3 with 5:4 aspect ratio pixels. The dreamcast, as far as I'm aware doesn't support different horizontal resolutions than square pixel, 320 pixels wide. When it emulates SNES, it cannot output the SNES actual resolution but has to stretch using the gpu power of 2 which means it's going to be uneven and some pixel columns will be wider than others.
this is using hardware gpu rendering not software so this is why with out it be as slow as the others with frameskip 5 chugging along..
menu all textures are 512x256 etc this only display on correct on 640x480..
