sound but no picture with pal game

Hello, I have a US dreamcast with a hdmi cord. I was using a codebreaker to play Racing Simulation 2 Monaco Grand Prix. The game loads but there is no picture. I cant find any info on this game not supporting VGA. Is this just an issue with using a region breaking boot disc? tested same boot disc with zero gunner and a few others no issues. Just want to confirm that this is a problem with the game itself. Any help here would be hot.
