CDIs with all content unlocked. Is this common?

Lately I have been curious about the differences between releases/revisions of various games.
Currently I am investigating MSR. This mostly applies to the PAL version of the game which went through 3x released versions, but I wanted to compare against the US release. The CDI I have tried for this, upon starting a new game, has 6x garage slots [instead of 3] and every car and chapter unlocked, as well as all cheats unlocked. You ordinarily need to have finished the entire game to achieve this, but here it is unlocked on a fresh game.

Am I going crazy or does this appear to be a CDI modified with these unlocks? Does anyone know if this was common? There doesn't appear to be any information publicly available on this, and the sources certainly don't mention anything.

Or am I overthinking it and is this perhaps some kind of review or debug copy which was dumped?

It’s a CDI from YZB he’s got a ton of DC games with everything unlocked, all open. I have a collection of most of his releases, any labeled “HACK” are modded like this. viewtopic.php?t=13180

Ahhhhh, that's great to know. Now the "chinaemu" logo on boot makes sense :p
