Newbie cannot connect to modem

Hey guys, hope I'm posting in the right place. But I'm trying to setup my dreampi for the first time and I'm running into an issue I can't seem to find help on. So I I've got everything hooked up, dreampi seems to be running well (am getting a "Failed to start dhcpd.service), I have built the line voltage thing (have lots of soldering experience so I don't think the connection is bad), I'm using the zoom 3095 modem. When I start it up both the pi red light is solid, green lights come on and stay on, setup my internet settings in web browser 2.0, but when I try to hit connect it never connects to the modem and then both lights on the modem will turn off. I have checked my router settings and it says that the pi is ok. What should I try?

Maybe it is the line voltage inducer. Are you sure you built it correctly? There were no replies or follow ups to this, have you got it working?
