Can Sega Rally 2 Be Brought Back Online?

In recent years, many Dreamcast games have come back online, but Sega Rally 2 remains an exception due to issues with its original network infrastructure.
Do you think it's more likely to be brought back online through the Dreamcast version, or via a port of the PC version (assuming someone has reverse engineered it)?
