DC PAL with GDemu can output real NTSC ?

Hello friends, i have some questions someone can help

1 - DC PAL console with GDEmu unsing GDI format / NTSC games the console will output a real NTSC 60hz sinal or is still PAL color and speed ?

2 - I no that consoles PAL sega saturn , Ps1 , sega mega drive etc
Play NTSC games the console cant not do pure 100% NTSC speed because have the crystal clock PAL
The Dreamcast have this crystal clock and this problem too ?
on DC PAL with NTSC games using VGA cable games allways will be 60hz ?
But if use Av composite and RGB cables on NTSC games will 60hz and real ntsc ?

3 - Is a " Disc Region Changer 1.5 .. and other versions " for Dreamcast to Change the console region in BIOS and Change the broadcast PAL <=> NTSC
i read alot people that try use this Region Changer they BIOS got corrupt and Black logo maybe some versions have bugs 1.5 later 1.06 .. version 2.0 some say have bugs too
i know need to solder wire R512 to 12V point
but is another R422 tha some say can be solder together on console PAL console R422 ?

The console has a setting in flash memory for video broadcast - PAL, NTSC and Brazil PAL M if I remember. If you are using the standard AV cable and play PAL 50hz software on NTSC or vice versa, you may get a black and white picture due to the wrong color signal being broadcast.

This can be “fixed” with the R422 mod that forces games to use the set video mode (blob of solder over the unpopulated jumper), or use a VGA cable as it forces all software to display in 480p60 mode.
