dreamcast vcd playback

I just realized that the dreamcast had this naturally. I always used my saturn to watch vcd's (From Beijing with Love!) due to my victor chip, but i completely forgot that the dreamcast could do this from the start.
One could actually buy a dreamcast remote at one time, which I'm going to now hunt down and find (if they even existed...that site's "waiting for back-order" could mean it never got the original order).
Now that I think of it even more, this is something sega should have advertised. Sort of like how their vga box made the graphical signal output better than what the ps2 was capable of.
Yeah it wouldn't read dvd's, but it could play movies up to what, 76 minutes?
Theres a very rare Sonic The Hedgehog dvd/movie (well the rare one is the uncut version), that is literally 53 minutes and 7 seconds from start to end of credits. An animated movie, or even their sonic tv series, would have been awesome to sell as console exclusives. (hell they could have perused earthworm jim's animated series or possibly marvel cartoons...i would have purchased that!)
Err, ok enough ranting. I can't find the remote. I did find this old topic, from 2002, that actually still has a live download link for some sort of software you can attach to an MPEG file, and then use a utopia boot disc to play a home made VCD.
I although am having a difficult time finding software to convert movie files to MPEG format. This site has suggested a blaze program, which suposidly can do both. I'm struggling to get the conversion to work, as it always ends up immediately converting it to a 0-byte size file. Without a MPEG file I can't really test making my own VCD (which is what I really want to do).
What I really want to do... is take the Dexter episodes i've been saving and burn them and watch them all in my Sega room. That would be epic!
edit; I don't know of many forums from 2002 that are still active, let alone still have download links active. If that utility is still practical, we might want to mirror that or keep a copy of it on this site.
