My dreamcast powers on but won't go past the setup screen...

I purchased a used DC which came with a brand new controller. The system starts fine but it will not allow me to set the time and date. It seems to not recognize there is a controller in the control port. I've tried all 4 ports and I've hit every button on the controller.
Anyone have any ideas?

It wouldn't be the internal battery would it ?

Nope, that only thing that does is to reset the time each time you turn on and even so you can recharge it by turning the dc on.
Sice you can't move around in the options at all then either the resistance in the ports section is damaged or something else in the port section is damaged
