regarding buying items from shops in pso online??

It didn't strike me as odd until I just looked over a few item drop rates in my long-term goal pdf. I hadn't planned on getting a Gae Bolg until i found someone with a blue section id so I could hunt in one of their games. While in an online game of someone's a week ago, I saw one in the merchant shop at purchased it since I knew I didn't have one in my collection, and didn't think much of it, not even registering in my head that it was a somewhat rare drop to a very exclusive section id.
How does the merchants decide what to offer? Obviously there is some mechanic regarding character level, but how does that factor in when there is a high level character who makes the game, and / or when a high level character is or isnt in town when a lower level character takes a look at the items in the shop?
This is odd, as now that I think about it, the first time i got a last survivor was by this same freak chance, and I don't think that sword is supposed to drop in red or purple sections, but while in someones online game, and i think they were in town, I purchased one from the merchant?
There are quite a few items I really want that are exclusive to a few section ids. Highest on my list is a good Final Impact...
If it is a solid fact that the items can spawn in the shop are due to section ids, and its possible to figure out what level one must be to have that item become available to purchase, then in theory I could just have someone open a verd game and I could literally pipe the merchant until a Final Impact spawned...
Is there much information known about this? Do these higher end items spawn more frequently with higher level characters? If they are the ones looking at the merchant, or if they are the ones who make the merchants items spawn by being the first person on pioneer 2?
