I've actually never actually seen a comparison between VGA VS regular graphics. I'm not convinced that it makes a huge difference, but I'm sure someone here can change my mind...

I'm just a little confused about it. So I have to use it on a VGA monitor, or can I use it on an HDTV?

on any device that has a vga-in.
I bought a hdtv with a vga-in for the sole purpose on playing my dreamcast on in, and I have yet to regret it

That pretty much sums it up. I have a official one and a cheap ass one and they both look great. It's a big enough difference on my T.V. that I pretty much shun any game that doesn't support it. I miss Bangai-o the most.

VGA ruined my dreamcast experience.
It made everything look WAY too clear, suddenly all the little flaws were exposed, the joints in shenmue for example, the poor textures in crazy taxi...
I stopped using my dreamcast for about 2 weeks and then went back to using standard cables

hard to tell, since it does different things or different games. in some games, the details are enhanced, in others, the colours are more radiant, light effects & stuff like fog can look awesome too, etc...shenmue, rez, cosmic smash, jet set radia, skies of arcadia, you name it, it does something for every game.

test drive le mans and Dead or alive 2 should be good ones.
