windows 7 theme problem

I can't find the solution on the web, so i guess it doesn't hurt asking it here.
Despite the OS not being used atm, i wanted to give it a different look.
I patched the necessary files and tried to install a skin and some icons.
But i faced a problem, there are 2 themes and the resources are in a folder, i moved these 3 files to windows/resources/themes, i can see in the personalization menu the theme, once i activate, the theme is only activated partially, the background, the cursor and the sounds do change, but the windows orb, the windows frame, they stay the same, meaning they remain on the previous theme.
The resources folder contains many sub-folders but some are not used, why?
Why does this happen, i'm not pro with W7 so maybe someone knows what is wrong
