Can't ping Dreamcast

Hey guys, I'm having an issue and I'd really appreciate any help. I've searched the forums and tried everything but can't get this to work for some reason.

I've got my DC hooked up to my PC with a BBA, yet for some reason, can't get them to communicate with each other. I've changed the DC's IP address to be similar to my PC's, I've used the ARP method for recognizing the MAC address of the BBA, yet still can't connect with dc-load/dc-tool. Does anyone have any suggestions on how to get this working?
