"Please insert game Disc" error

I recently acquired a used, faulty Dreamcast today. The fault was "Please insert a game disc" when inserting a game and attempting to play it.
The first thing I did was to actually confirm if this error was repeatable and not just a random error that pops up from time to time. After inputting a CDR of Utopia boot (since I have no Dreamcast games, yet, although I have ordered Tony Hawk Skateboarding) that I burnt with 8X speed in Disc Juggler, the error appeared on screen when attempting to boot it.
I took it apart and found the "screw" that is most talked about on the tutorial videos and turned it with a pair of tweezers 1/10th clockwise from its original position (flat part facing upwards), connected it back up and tried again. The error still appeared. I repeated this process until I got to about 4/10ths and gave up to look for any sort of possible solution to this predicament.
And now I'm on this forum. This error has me almost pulling my hair out in frustration. I just can't for the life of me locate the source of this error and produce a fix.
The only thing that sticks out to me is the fact that the ribbon connecting the GD-Drive to the laser has this teeny, tiny crease in it where you can only notice it if you place the dreamcast in bright light.
The only possible solution I've found is swapping out the laser for a CD-Rom one (I think I have a few lying about somewhere) but I'm worried that it all may boil down to that crease in the ribbon.
Things I have noticed also is that the disc will not spin up when doing a "disc check" (I've seen a few videos where it does this).
Any help would be appreciated.
*EDIT* After opening back up the Dreamcast and resetting the screw back to its original position I tried turning it 1/10th of the way counter-clockwise, it still displays the error. Also, after inspecting the ribbon cable connecting the GD-ROM drive to the board with a magnifying glass I can feel and see a hairline tear. I read online that I can use any 16 Pin Flex cable (including the one inside the PS1) as a replacement so I'll dig one of those out or purchase a new one if I have to. Something else I noticed was that on all the videos I have seen online, the flex cable connecting the GD-Rom drive to the board is white while my one is black and looks new. Do all or any PAL units have this black Flex cable?
