You can save any picture with XDP/Dreamkey (cursor over the desired picture - press: Start & A & X). XDP will save the file as PASSPORT.Pxx and Dreamkey as DREAMKEY.Pxx.
Jet Set (Grind) Radio: The US/EU version need DREAMKEY.Pxx and the JP version PASSPORT.Pxx. So you can surf the web and save any picture you find on your VMU, if you have a compatible game/browser.
It is the easiest way, but your pictures are not resized and might need a lot of vmu space.
For those who are not able to save the correct image, or maybe can not surf with the DreamCast at all, the following instruction might help.
Hardware:
PC and DreamCast
Tools:
Disc Juggler or Alcohol 120% for burning Dream Explorer.
Nero or other to burn a data CD with the JPGs you want to use.
To do:
PC:
Download Dream Explorer 0.8.5 as Disc Juggler image and burn with Disc Juggler or Alcohol 120%.

Burn a CD with the pictures you want to use for Jet Set Radio (maybe resize [128 x 128 small], [256 x 128 large] or [512 x 128 x-large].
DreamCast:
Start Dream Explorer with your DreamCast, press any button, select your default theme and after some loading time you can swap the CD with the one you burned with the jpgs.
- open CD and browse your JPGs
- select the one you want to save on you VMU, press A -> Save to VMU
choose your VMU and press Start for saving
press B until you are in the main menu and choose OPEN VMU
- select the VMU with the saved jpg
- -> file manager
- -> select your jpg and press A -> Allow copy
- -> select your jpg and press A -> Rename the file to:
DREAMKEY.P01 (DREAMKEY.P02, DREAMKEY.P03, etc.) for US/EU version
PASSPORT.P01 (PASSPORT.P02, PASSPORT.P03, etc.) for JP version
with the D-PAD.
After that start Jet Set (Grind) Radio and there you can choose the JPG in the Graffiti option (it will be marked as DL).
