What region/version of the game are you using?

If you're using any Japanese version or the US version of PSOv2, then you'll need to either use codes or (better yet) just use a copy of the Sylverant PSO Patcher as a boot disc for the game. Also, if you use the patcher disc, you won't have to muck with the DNS stuff anyway, as the patcher also changes the address the game tries to connect to for you.

Also, if you're using dialup, most often, the DNS settings you make in the console are overridden by the ones provided as a part of the connection itself, so you'd be (once again) better off just using the Sylverant PSO Patcher to boot the game.
