Why can't games that don't use the BBA,use it?

Now I know alot about the Dreamcast but I just wanna know more about it and it's games and more about the whole online things like why can PSO,Q3Arena, and Toy Racer use the broadband adapter but other games like Starlancer can't?

Reason 1.) The broadband adapter hadnt come out yet
Reason 2.) It wasn't coded into the game. So theres nothing really that can be done to make it work
