For consoles that can read burned games and the homebrew coming out today, you want to find a console made prior to October of 2000. There are so many good games for the system that you can't go wrong with the library currently going for it. What genre are you most fond of?

All Dreamcast units bares that serial number. Most people wont show you the manufacturing date of the console. There shouldn't be much to worry about, you will just miss out on 2 RPGs if that was the case. Those being Pier Solar and the commingling Elysian Shadows. Since I'n not a fan of Traditional RPGs myself, the only game that I can recommend to you is Phantasy Star Online.

Any system made from that point on can not run homebrew games since it exploits the Mil-CD support.
