Desperately seeking help using modem to get online

I know there has to be a ton of topics about help for getting online but I've tried a lot of looking around and reading the guides already. I tried using the windows xp method with winserver or whatever it was called and I can't even get a dial tone. I followed the guide for using ubuntu (or lubuntu) and I get a dial tone but the dreamcast says it never connects. If anyone wouldn't mind giving me a little advice or help I'd really appreciate it. I'm a CS grad and am familiar with Linux so I shouldn't be too hard to work with. If anyone is interested I can provide more details about the problems I'm having. Thanks!!

I highly recommend going with DreamPi instead of a PC-DC server. It's much easier to set up than a PC-DC server (which really isn't a very reliable way to connect in the first place). I have a connection guide here that will explain the differences between the various connection methods. There's also a DreamPi video tutorial I made that is linked to from that page.
