PC-DC on Win98/old notebook issue

Greetings, eveybody!
Recently I decided to connect my Dreamcast to the internet, using my old Toshiba Tecra 8100 notebook. It features an internal modem, and has Windows 98 installed, so I followed this tutorial, while setting everything up - http://dreamcast.onlineconsoles.com/php ... cwin98.php
In the meanwhile I also did a 18V line voltage inducer (I have a PAL Dreamcast, without the line inducer the Dial-Up Server simply spit out the "Monitoring failed" error), and it's working very well.
However I'm having trouble in setting a connection between the Dreamcast and the Dial-Up Server! Here's what happens:
1. I hit the connect button on DC and set the "allow caller access" radio button in Dial-Up Server window.
2. PlanerWeb inits the modem and begins dialing, Dial-Up Server starts monitoring.
3. A "Modem Connecting" message appears on the DC, as well as a dial-up icon on the taskbar, but both vanish quickly.
4. After that the Dial-Up Server windows shows the "Hanging up" status message, and the PlanetWeb begins everything from the beginning.
And that's it, I don't really know why it just hanges up so abruptly, without making a connection. Anybody has a clue why? I did precisely everything the tutorial featured and still nothing...
