Issue with DreamPi connection - line busy???

So I'm very close to being able to connect using the DreamPi software but whenever I try and use the browser through planetweb v3.0 it dials and then states that the line is busy. If anyone could give me some advice that would be great as im not too experienced with raspberry pi software.

The equipment that I'm using for the DreamPi set up:

PAL console & modem
Raspberry Pi v1
Dial up USB voice compatible modem
Home made line voltage inducer with 330 ohm resistor & 0.47 uf capacitor

Do you have two 9v batteries connected in series?
