Dreamcast disc won't stop spinning

I had recently purchased a dreamcast. The disc won't stop spinning when the lid is open. Plays games fine. I opened it and checked the sensor but I couldn't figure out what was wrong. I noticed a random blue wire coming out under the sensor. It had definitely been tampered with.
