I was requested to download something from a link, and extracted it, and a folder called Python was there, which looked like it had only things to do with Python -.- Please, I want to start Deving for the dreamcast.

Developing something for the DC isn't really childsplay; use the guides provided on this site and you'll get further than this. Python? Based on C, so I'd suggest learning C (or related)...
