Been on this site, and many other homebrew sites for a bit, but finally decided to join. Here for seeing the mods, understanding the programming requirements, and other Dreamcast stuff.

Welcome to the forums dude, this community is surprisingly welcoming so just feel free to chill here, and let us know the name you usually use on DC games (If it's anything other than Spoonman) and what online games you're playing/looking to play. :)

General talk regarding programming is discussed here, but if you want more detail on programming for the DC I would recommend also join the DC Emulation forums.
