Strange RGB problem

So first of all, VGA output on my Dreamcast works fine. However there is a strange problem with the RGB output. I have tried two SCART cables, one was a cheap one, and the other is a nice one from Retro Access. The problem is, that for some reason, it takes a while for the video to appear. The Dreamcast boots up, the audio is working, however all I get is a black screen, or sometimes green on the TV. After a certain amount of time, the video signal just suddenly appears. I have not found anyone else with this issue online. And I know it's not my TV, since on a different LCD TV, the signal just appears in and out, and doesn't stay put. So what's up?
