I believe that Redream does not have support for the game.

wince and mmu redream not support mmu games.. demul is the only emulator that runs this abit slower then normal games
Yeah, Demul is the go to emu for Windows CE Dreamcast games. There are 75 Windows CE games, so not an insignificant number by any stretch of the imagination. If you are just wanting to play with the Dreamcast exclusive content, a friend of mine made a mod that ported all the Dreamcast content to the original PC version.
You can grab it here. I beat it on PC and it really was a cool experience seeing the content that differs significantly from the original PC and PS2 releases.

So, I assume the one that's called "Hal-Life (REPACK)" is the optimized version, you've been talking about? Could you please clear things up a little? When burnt to CD-R, does it have shorter loading times compared to the DCRES version? Or what's the difference between these two?
Make sure to burn the CDI image at a x1 speed for best results. Burning it at a higher speed will result in a laggy experience with possible errors that will crash the game. The Paranoia mod is especially prone to this issue if burn incorrectly, as it will chug along and crash every few seconds.
Sorry mate, you have to be patient for us to see the posts. Yes, the Repack version was better optimized for the Dreamcast GDRom laser as it put the data on the outside of disc for faster loading with less reader noise. This doesn't matter with ODE's but can greatly help with it on physical media.
Looking at the page over at Theisozone it seems it was the same version DCRES put out according to the uploader haha, so not sure why he felt the need to upload it when I already uploaded the DCRes version many years earlier. So this means the guy who goes by the name Moonlight who made the pack of HLDC mods and versions included it as it was renamed from what it actually was. Should have been labeled DCRes release.
Anthony, thanks a lot for shedding some light on this. Sorry, I didn't mean to sound demanding. Now that I know, that both versions are actually the same, I can pass on burning another disc. It's the DCRES version that I already have on CD-R. Thanks again!
