Upscaler box

Hey, guys so I am going to get an HDMI upscaler box for my Dreamcast very soon. It only outputs 480p however because I don't have that much money to spend. Also on a side note, does anyone know if Samsung tv's as old as 2008, support 480p through HDMI? Because I don't want to buy this and have it not give me a signal.

It has a VGA input and a HDMI output so the box should work.
