i explained it all pretty good at 0nlineconsoles. i can't link to that thread here but you can go back the thread you made over there and check the link i posted.

in short all you have to do is splice the phone cords red and green wires to the cable/jack you chose. it can be any cable really, headphone, RCA or any other cable that will work for you. in my case an old set of head phones was the best choice. all i would have to do is plug the rigged up phone/headphone cable into my PC's speakers headphone out and then run the audio file with windows media player. remember to adjust the volume to best match a real dial tone.

this worked as well as using a real phone line. at the time when i made this rig i didn't have a home phone. i now have one and would still like to use this rig because i don't want to stretch a cord all through my house.

Windows 98 refuses to work. I can't get USB drivers or drivers for my wireless card, so now go.

Time to try linux. Too bad my USB 56k modem has no drivers for that...

A wired connection isn't really possible, I'm stealing internet from my neighbors. They are old, pay for 15down/3up and never use it at all, and have an unsecured wireless network with great reception all over my house... so fuck it.

Anyway, I have the Dynex DX-M300, and I haven't been able to find any driver for it under linux. However if I can find out which chipset it has, I can probably get drivers. If this one doesn't work I'll buy a different one, I'm not giving up on this. I've started looking at BBAs on ebay too... but I can't really justify spending $170 on my dreamcast right now.

Found drivers for the DX-M300 Dynex 56k USB modem... and guess what, no Voice support. So I just bought a ZOOM Model 3095 on ebay for $12 shipped, and it has native support from the manufacturer for linux.

Also, I just decided to move back home from university (not failing out, only need one class left to graduate and I can take it online) so I'll be able to use the phone line and 56k connection there... so I will be joining the online community soon one way or another.
