Just an FYI - Aqua GT (PAL) works in vga. So does the KoF (JP) titles. That's what I use when my vga adapter is hooked up.
Or do you mean that the Jap versions of DM 1999 and ‘99 E do work with vga?

Just did some testing.
First off, I was wrong about it not working with my Naki VGA box. It seems to be working fine with it. Apparently the first time I tested it (which was a long time ago), my testing was flawed somehow. So yeah, works fine in VGA with both my Naki box and my Tomee VGA cable.
Also tested with an Etekcity VGA-to-HDMI converter (pictured below) and it worked fine with that as well.
The only issue is the menus which flicker occasionally (happens both with and without the HDMI converter), but it's not a big deal. No problems in the game itself as far as I can tell.
Here's a screenshot of it running through the HDMI adapter:

You'll need to replace your Altona box with one that can handle Hydro Thunder's wonky vga signal. mrneo240 swears by his portta converter/upscaler (discontinued model). Yeah…sadly that’s not an option right now. Where I live importing this is expensive (since the adapters used by others aren’t easily available here). That’s why I don’t think I’ll be buying the composite hdmi adapter someone recommended

Then I would look for a used computer monitor with vga input on the cheap or possibility free locally. Like I said, I do have a VGA input in an old hdtv that is at my parents house, but I don’t have any space where I live to put it. So that’s why I bought the hdmi converter a couple of years ago. The problem can be solved but you cant expect cheap crap from china to solve it.. no one size fits all here..
