Converting Codebreaker Cheat Codes Between Regions

Does anyone know how to convert Codebreaker cheat codes between different regions?

I'm trying to convert a US Skies of Arcadia "No Random Battles" cheat code (150413FC 00000009) to the PAL Skies of Arcadia version. However, I can't find any utility or method in converting between different regions.

so i am taking a guess here that the value is 90 and is for nop? 00000009
the first part is the memory address? 150413FC

idk if there is an app to target in realtime an emulator to find the exact location in memory where the value is? (poke 150413FC 00000009) of couse you can use a memory editor and target null dc, but how to find the modified code?

it probably uses some endianness and it might even be at the assembly level?

if any1 could help convert the codebreaker code to a useable format to allow you to find the exact location on ntsc/u soa - pal soa...it would be yzb, or megavolt.

i would be interested in this info as well...
