I got the vga2hdmi adapter that you guys suggested

The diagonal interference is gone
BUT the image flickering/tremble remain 
here's a video of the issue:

it's like a VHS tremble.
I tested this set up on two different Dreamcast, same result.
This issue didn't appeared while using the VGA cable directly on a VGA monitor, so it happens only while the signal is converted to HDMi.
So what could it be the reason and how can I solve this issue?

i noticed using an vga to hdmi adapter lowered quality quite a bit compared to just using a straight vga

The lack of correct pixel aspect from all cheap HDMI cables (Kaico, Hyperkin, Akura cable from Beharbro, Pound etc.), was what made me look elsewhere for a good solution, whilst still being cheap.
I ended up on ebay and found a professional video scaler for £20. (Retails over £200). Couldn't be more happy with the image. Perfect output on every game I have thrown at it. Always the correct aspect, handles 240p titles perfectly, no artefacts. This scaler has a better video chip than what is found in an XRBG mini. Looks better than that, too.
Sure, you will have more cables to deal with, but I seriously recommend having a look for something like this, as they can be had for a decent price, and absolutely none of the HDMI cable solutions can compare to the image you get from them. If you do not have a direct VGA compatible display, or do not want to invest in the DCHDMI, then a professional scaler is the best option.

None of these can output the correct pixel ratio of the DC leading to jailbars and a moiré patterns on the screen. They also fail on various games when switching between different refresh rates.
They are a decent and quick option if you want a minimal setup, with acceptable but not great image, but they look terrible in comparison to direct VGA or a professional scaler that has advanced video chips. Exactly what all these HDMI solutions lack.
Also, stating that the Gekko is better than a direct VGA connection is false on every level. Even a modern cheap brand HDTV that has native VGA but poor upscaling from anything that isn't the displays native resolution would be superior to this.
I paired my scaler with a fairly cheap, but well-made/shielded DC VGA cable that cost less than 10 Pounds.

In my opinion one of the best is Akura from Behabros. I tried the scanlines switch...a nice addition but i can't stand scanlines, i prefer raw image...
