NGPC Iso for SD

The latest version of Neo Geo Pocket/Color from Ian Michael, almost all thanks go to him.
This is an .iso that boots from SD. This one has some weird boot instructions. Use programs, then cd, and load ngpc(racedc).bin keep a list below of working vs non so I can edit the ISO in future builds. also test various older rom sets.
