Need help trying to mod speed devils

I've been trying to find general information on executing a process like this, but I can't really find anything to help me, so I thought I'd pose this query here. I've known this game, Speed Devils, since I was a kid and enjoyed playing it a lot. However, I've played it enough now to really understand how easy the game is to play. There isn't much difficulty. So, I thought maybe I could try modding the game and increasing the difficulty of the AI or something along those lines. However, all of the game files are in a bin format that I'm not sure how to open. I've tried a few methods, but to no avail. I can open the bin files in a hex editor and see the game files that way, but I was wondering if there was a way to actually open the bin file like a folder and access the contents of it like that. Any help would be really appreciated. Thanks!
