This are Dreamcast RECV 3d mdl files reassembled into nj format to view using noesis viewer.
PVR Textures are supplied in PNG format for easier edit.

If you mean for the models i posted, you can export this models to various 3d formats using noesis and do any modification you want on them.
If you mean for in game usage, new models for the game can be created as long this are stationary objects (rooms/items), animated objects as playable characters or enemies cannot be created yet but can be modified to change their poligonal shape, their uv and their bone hierarchy too.
playable and enemy models use envelope data to assing vertex weigths i cannot recreate such data since character studio 2.1 is required to be used along 3dsmax 2.5, i am doing some experiments whit 3dsmax 3.0 and character studio 2.2 trying to achive a similar result and understand how this envelope data works in DC files because all my efforts to get character studio 2.1 lead me to dead ends.
i also developed a method to make DC playable and enemy characters to "wear" pieces from their NAOMI counterpart since this models dont hold envelope data, in this example i am using a NAOMI zombie "outfit" over claire body, derendering her original body model and remapping the texture each part of the zombie uses for a correct display.
whit basic poligonal reshape and retexture, i plan to make a complete set of new playable characters for the game using the NAOMI zombies.

Yes, That's the goal to achive, for now this can be done partially tweaking already existent animated models and fully for static models.

My Dream to mod up original story adventure for Code Veronica with the HCF Soldiers. Another with Ark Thompson rescuing Claire Redfield instead off Chris!
Okay I don't have the real talent nor the skillset nor high end PC to make this new RECV Mod happen. Countless Original Mods that have been well made already this past few years now with new voice acting included. We gotten the great RE2 Special Edition last year, lets get more off this fun going forwards.
If a entire Robert Kendo trilogy can be made well why not my vision! Making a During The Storm type game would be way too complex best to keep it simple as possible. I would really like to increase the monster counter further that Dreamcast can do.
So much potential here for Code Veronica like the Big One next to the Gun Survivor remake. I know be a safe bet on getting a playable GDI so we all can play right here. Lets go beyond that First Person Camera.
