Big Fuzzy Scanline bars + B&W over S-Video

I recently replaced my Dreamcast's power supply with a Pico PSU after it stopped working properly. The console would not fully boot up past the BIOS and had audio and video issues. Now with the new PSU it is playing fine but over VGA I now see these large rolling static bars on a Dell CRT Monitor



This monitor does not have this issue with other inputs. Meanwhile my CRT TV has both those scanlines and is only outputting in black and white


Once again this TV displays fine with all other signals from other consoles. The audio on both outputs works perfectly fine as well. Where to go from here? I use a GDEMU clone with no SD card extender cable, if that matters.

The power supply may be generating the noise, test with another power supply or place an order for a replacement with your dealer.

this is a standard problem, the external power supply that comes with picoPSU is of very low quality, I recommend immediately throwing it in the trash and buying a high-quality 12V 3A power supply

I didn't buy the power supply that the shop offered, I got a cheap brandless one on eBay, but that means this still makes sense then. Thanks.
