Just try the ones that are on this thread that are still functioning and give it a go. you don't necessarily have to be in the state they are in.

Sorry for the bump, but what dial-up ISP's even work, if I was to use VoIP as the provider to do dial-up? (That will work with Dreamcast, that is...)

For context, I'm using a Cisco SPA2102 ATA, with VoIP.ms set as the SIP server to allow me to use dial-up, through the phone line of said ATA.
