Help with Bloop (2003 light gun homebrew), zip contains an ELF file

I'm checking out all the games on DC that support a light gun, homebrew included.

I found 'Pop a Cap' & 'RevolveR' in CDI format no problem. But Bloop contained no such file.

Within the ZIP are 3 files:

• bloop_demo_180503.elf
• README.TXT
• to_bloop_demo_180503.bin

I tried some other download sources, but they all contain these sae files.
I've never encountered a DC game in this format before. Any idea how I could turn this into something my GDEMU supports?
