Alcohol 120% works best for me on windows 10. It is usually a cd-r brand issue I have. Some brands just don't want to work.

Always I use Sony CD-R and I have not got any problem yet and all my cd work correctly
but I have just problem with small number of CDIs like as "PBA bowling 2001" and "Outtrigger" (this one Outtrigger is the same as PBA it runs on my dreamcast but suddenly goes to dreamcast menu and I check all of different version available and same thing happened)
Have you got correct version of "Outtrigger"?

Did you try the region patch fix for PBA bowling? mistamontiel posted it above.

I do not know how to work with this patch

I've never burned outrigger. But PBA bowling works for me on verbatim discs. I usually have luck with sony discs well

The game only likes NTSC-U units remember >.< And I don't know how to apply that patch unless it's the old CDI with no dummy file
