What controller? Any bluetooth hardware? Brook adapter? Are you starting with CodeBreaker?

I'm using the RetroFighters StikerDC Wireless controller.

Not using CodeBreaker, just pressing A in OpenMenu to launch the game.
I had also tested with GDMenu, with no luck.

Can you try a different controller or is that the only one you have? Is there anything in the slot?

Okay, so I did a quick test with the wireless Striker controller, and it worked just fine.

Granted, I also updated mine a few weeks ago. Retro Fighters released one firmware update for both the receiver dongle and the controller itself. It's possible that the Striker is the issue and this firmware update is required. I really can't say, though.

Just for kicks, perhaps you can try the official TOSEC dump to see what happens:

This is the only DC controller I have.
There's a Japanese VMU inserted in the slot.

Results remained the same after updating controller and receiver firmware.

The suggested TOSEC dump did not work.

I also tested the PAL image at https://archive.org/download/18wheelera ... 1segapalm4 and that didn't work either.

I think i'll give up at this point...

What's happens if the vmu is removed & "forced vga" is set before starting the game? It did run for me on my fw 5.15 clone gdemu with "forced vga" on. There was about a 10 second delay once I pressed A @ Start Game, I noticed, which seemed weird. I don't know anything special about a Japanese vmu.

I have done some reversing of this game one of the only to use prefetch sh4 mmu memory maps might want to for a chance try the packed repacked cdi not gdi version see if that works..

They used the pc assets and maps and models you can drop them straight in from the pc game and they work i found out as well so mods are more then possible..

you can take files from this and load them on dc https://archive.org/download/hiddenanddangerousdeluxe this has the game editor. So you can make your own missions..
