Sega Saturn dreampi

Just got a Japanese Sega Saturn modem. Have trouble getting it to connect online. I keep getting no dial tone from modem error. When I use the dreampi on my Sega Dreamcast it works correctly. How do I fix this for the Sega Saturn?

Thinking it might have been the Japanese modem. I went ahead and bought a USA modem. That didn't fix the problem of no dial tone when the modem goes to dial 111-1111. Anyone know how to fix this on the Sega Saturn modem? All I configure out is it must be a setting for the modem that I don't have right. Because it works fine on my Sega Dreamcast.

Do you have discord? If so https://discord.com/invite/SSJuThN We can help ya a lot better for troubleshooting there. Just off the cuff guess, does it say the modem is connected when you dial and what game/browser are you using? Worst case you might delete any browser saved settings in the Sega Saturn Memory manager and try setting up again to see if that fixes it using your USA modem.
