The space strategy game Homeworld released in 1999 appears to be open source. Minimum PC requirements are 250MHz, 32mb ram and 4mb for video.
Would a port to the Dreamcast be possible?

A collection of Street Fighter 2s, no hacks or homebrews.
Street Fighter Alpha 1 and 2.
Would also love to see X-Men vs Street Fighter.
A decent working Cadillac and Dinosaurs.
Final Fantasy games.
