From what I've researched there was never actually a second Japanese revision of the game, this seems to have just been a rumour. There was actually a second PAL revision though, but thus far nobody's investigated to see if there are any meaningful differences.

Update on what? The locked 30 FPS mode is already in the game, the cheat code can be used to access it. The effort of a mod isn't really necessary and no one's actively looking into this. If putting in the code every time is a hassle for you, maybe you should look at creating a Codebreaker code for it.
It would be great if we had a 30 FPS mod. Every time I forget the code and it is terribly inconvenient to look for it all the time.
This game has a serious frame rate issue. I understand why in the past they preferred graphics to frames. It was more important to show beautiful graphics on DC. At the moment, no one feels the difference so much and stable frames are more important.
I'm sure 9 out of 10 people won't bother to enter the code. At the same time, I'm sure that 9 out of 10 will download the version with the stable frame rate.
SEGA Rally 2 is an iconic racing game for the Dreamcast. Maybe there are better car games on the console, but it would be great to have a well-running version of SEGA Rally 2. Many people like the game.
