remaking it from the ground up also didn't help.
Could you detail the steps you followed with screenshots?

This makes it easier to help and identify which step is causing the problem.
if you wouldnt mind, could it be over private chat?

Boa noite luso amigo, saudações brasileiras. Acredito que possa ser feito sim, você tem Discord?

O ponto positivo de ser feito no tópico é que ajudaria outras pessoas que estejam com impedimentos parecidos.

alright there are some points i want to give out to everybody so your MIL-CD comes out in nice.

>>> Image Resolutions
the MIL-CD build we have openly in here contains various PVR files that you can edit via either the tools the OP presented, or via PVRTool (my goto but thats because ive modded these files for ages by now :V)
before i talk about the issues and problems i got into from a year ago to now, i took the liberty to start about image resolutions:
  • for DISCTTL.PVR its recommended to use 1154x256 when creating an image for your custom MIL-CD Disc Title
    WHEN IMPORTING, MAKE TOTAL SURE THE RESOLUTIONS STAY AT MULTIPLE OF 32!!! ELSE THE MIL-CD WILL NOT WORK AND THE TOOL WILL ALSO NOT ACCEPT IT!!
    however, you can change resolutions to 512x256 after youre done editing, the MIL-CD will accept that in the end since its a multiple of 32 too
  • for SFDLOGO.PVR and RECLOGO.PVR its a tricky one but - the image used for the MIL-CD is just partial (wow), therefore the content shown is ONLY for 240x320 pixels (where the white part is the content that will show to you, while the red wont really show (perhaps maybe if widescreen hack is on it will show? oh wel nvm))
    sdflogo_template.png
    after your edit is done on the shown area, make sure to change the red to the color of your background, or something closer to it
    i do not advise changing resolutions, else the image will not appear in the end, or it will but too large if a large scale is set
    • for TRKTTLXX.PVR
    i suggest using 504x256. for this one i actually havent tested if enlarging will result in a broken scale, much like the Sofdec Logo and Record Logo PVRs
    once again, make sure to revert the size to 256x256 or you can always use 256x512 (again cuz multiple of 32)
lil notes to point out:
  • make sure your Global Index is correct in comparison with the original PVR files;
  • also make sure that the data and pixel formats are also the same if not similar (can happen saying to you "RectangleTwiddled" and the original "SquareTwiddle", thats fine so dont worry)
  • contrary to whats believed, the tool i use does import without any mentioned limitations - so if you feel stuck on the image step because its not what you had in the end result, try using another program that supports PVR modding/editing

>>> Fixed/Found Issues
the main issue was indeed the LBA thing later mentioned. i was kind of worth the wait (and "patience") for this thread to come out
after that solved, i used Demul to check the MIL-CD, which it wasnt accepting for some weird reason. it appeared that i had set up my Dreamcast BIOS to the latest version, equivalent to a DC model mark 2 (the same build/version that dropped out MIL-CD support). so for people who use or prefer Demul, please make sure your version is either Dreamcast 1.004, 1.01c or 1.01d. both Katana builds will not work.

one issue i found on GitLab, is that it mentions on Full MIL-CD to use "make_iso.bat" and "make_mds.bat" to respectively convert your custom MIL-CD to an ISO file, followed by converting it to CDI. this is not the case, since it created a MDS/MDF file (which can be read by some emulators, but not all.). i wonder if there is any way to convert a Full MIL-CD to CDI or better yet GDI

>>> YTTs (Yet-To-Test)
  • previously mentioned the tests regarding other textures' resolutions (if they can be higher without the MIL-CD act up)
  • maximum video track resolution - maybe its possible to use 640px instead of 320px(?)
  • checking where the colors of the background are, same for the language text for EXIT/INETRNET prompts
  • PASSPORT which i took a first glance of it and there seems to be more, however theres no way i can check to edit the HTM of those. maybe there is a way to redirect to a certain website(??)

to your abnove
  • idk about changing texture resolution, never tried
  • see above
  • those pvrs are embedded inside the 1st_read.bin, open it with pvrtool and scan. you will see them, i have the positions documented but eh easier to do it yourself. :D
  • i would like to try one day to change the passport to another bin, or to modify elsewhere. this has not been attempted

please do share what youve documented. it would be interesting to mess around with those tbh
also i dont think PVRTool can open .BIN files? unless its another program or im missing a step before that
