You can think of the Pandora as a spiritual successor to the GP2X that is being put out by the GP2X community. It's main purpose is to be a portable emulation kickass device but it looks like it will be a lot more of a general purpose computing device than the GP2X was.

As for what emulators could possibly run on the Pandora, here is a forum post with information on which type of emulators are likely to run, are possible to make, or are currently being ported.

What I like most out of what has been shown for the Pandora so far is the MAME port (that can run SFA3) and Quake 3. It will be interesting when the Pandora comes out and more people can start porting programs for it. If I get a Pandora after it is released, I would like to get in on porting something.

In short, it really has nothing to do with the Dreamcast itself.

Longer, it's like running DC games on your PC with lxDreams or other DC emulating software. It is not an ISO of a game, or anything that can be used on a Dreamcast.

Its basically a super portable linux laptop optimized for running emulators ect
