*why want this when its only for lan, which does not connect online?
-because isnt there a program where you can load homebrew for the lan adapter?
id rather build a $20 homebrew tester than invest on something i might not use alot of

1.Howcome no one has build one of these and reported back?
2.Howcome no one has made a homebrew loader which makes the home made lan act like a bba, or at least play quake III and PSO?

I can answer the second one.
The reason why nobody has done it is that it would be prohibitively difficult, if not impossible to do. Patching something trivial/simple in a game is easy, but patching in a new device driver would be almost impossible.
Simply put, the only way anyone's ever going to get PSO online with a home-made BBA is if they manage to clone the BBA in its entirety and produce something that is indistinguishable from the BBA in code.
