Basically, I bought myself a broadband adapter just so I could use it to download images and use them as graffiti in Jet Set Radio just like I used to do back in the dial-up days. I read that pictures from Dreamcast browsers could be used as tags and that I didn't have to use the (dial-up only) browser built into JSR. However, things have not been going as planned.
Problems:
XDP - I can get online fine with XDP using the BBA. I can even download jpegs to the VMUs fine by pressing X+A over them. HOWEVER, these pictures are not being recognized by JSR. At all. They're non-progressive JPEGs and everything. I still have a few old tags left on one of my VMUs and they're all labeled DreamKey.P00 while the images I download using XDP are labeled as Passport.P00. But I'm pretty damn positive I've read JSR supports the Passport.P00 pictures so I'm not sure why they're not working.
PlaneWeb 3.0 - After some frustration I finally got PW3.0 to work with the BBA. HOWEVER... PlanetWeb 3.0 doesn't seem to offer the ability to save images to VMUs. I X+A over images all day and get nothing. Really disappointed.
So those are the only BBA browsers I know of and I've run into walls using both. Are there any other browsers compatible with the BBA that might work? Is there a way to get JSR to recognize the XDP saves? Or a way to save images using PlanetWeb 3.0?
Any help would be immensely appreciated.
P.S. I know there are free dial-up ISPs but I only have one phone jack in this entire house and it's nowhere near my TV or Dreamcast. I'd need to buy a 200 foot phone line or something to get that to work O_O

You can try some of the images with XDP and see if it works with JSR. If OK, then the problem would be with images and not the browser.

In my mad search to get this to work I did actually come across that hunters-guild page and tried downloading the pictures from there but JSR didn't recognize them.
I'll try out the other link you provided tonight and report back.
Unfortunately this seems to be a pretty unique situation on my end so there aren't a lot of places to ask for or check for help.

In fact, I didn't know that there were so many troubles with the JSR import functionality. Seems that nowadays any Dreamcast browser can generate a valid graffiti for JSR?
Anyway, that's a good reason to develop a JPEG --> VMU save file. I already did the inverse way (extract the JPEG from a JSR savefile), so it shouldn't be too hard to do it

Well this is kind of interesting. I downloaded 4 of those tags you linked to on bswirl.kitsunet.org, 2 from the "Jet Grind Radio" section and 2 from "Jet Set Radio" section.
Only those from the Jet Grind Radio section worked. So it seems the game won't read save files from other regions (I'm in the US), even if the files are just user-made tags.
So so far my game is recognizing files in the form of JETGRIND_XXX/JET_GRAFFITI_X (the X's are where the size of the tag goes i.e. SMA, LAR, XLA) and DREAMKEY.PXX (X's here are the number of the saved picture).
My game does NOT want to recognize PASSPORT.P00 files, though, which is what XDP saves pics as :/
Do you know if you can rename files using the Nexus memory card for the Dreamcast? I wonder if simply renaming the PASSPORT files to DREAMKEY would make them work.

Alright, here we go.
Step 1 - Start up XDP in your Dreamcast
Step 2 - X+A over whatever (non-progressive) jpeg you want. This will save the image as PASSPORT.PXX. Jet Grind Radio will NOT recognize this file.
Step 3 - Still using XDP, go to this site: http://bswirl.kitsunet.org/vmucopy/ NOTE: This page will only load in a Dreamcast web-browser.
Step 4 - Select "browse" and choose the PASSPORT.PXX file off your VMU.
Step 5 - In the box below, you get to rename the file. Rename the file DREAMKEY.PXX and save the file.
Step 6 - Load up JSR and go the graffiti editor. The game will now recognize your image.

- Funniest thing, is that Dreamkey is also based on DreamPassport, but without BBA support... yeah, it's lame. So, renaming PASSPORT to DREAMKEY works because it's the same VMU format for both browsers, and the only difference is with the filename.
Because the US release was different (more maps and things), I think that the browser that comes with the US version of JGR is a modified version of a DreamKey, and it would save to DREAMKEY.P00.
