I found an old game that was in development for the Dreamcast back in 2007.That later was canceled. The Good thing about the game it was 3D the graphics of course wasn't the best, but what i'm trying to find out is how they get a 3D engine to work with and to make a fighting game for. I hear it was made using the Quake Engine

If it's using the quake engine, it's probably similar (or identical) to doing a quake mod. never done one myself, but I bet there are some useful pc tools for that. Maybe develop a mod on the pc (with the DC's specifications in mind), and then see about getting it to work with any of the versions of quake 1 DC.
This game looks neat. The graphics look a hell of a lot better than what I was expecting. Although cartoon-like, the character models are close to DC commercial game quality imo

Maybe we should look more at Quake 1 mods and see what can be learned from them. Actually some of these would be cool on DC anyway.

-Fightoon was a quake mod, and it was using "NxMakaqu" which is a port of the quake 1 engine to DC
-"nxMakaqu has improved sound support, CD music support, an improved modlist, multiple renderer changes, and support for skyboxes." AND "vmu saving, preliminary sound support, and preliminary rumble pack support."
-"NxMakaqu supports the registered and shareware versions of Quake. It also has a modlist that allows you to select the original game, mods, and total conversions. "

NxMakaqu sounds very DC friendly and likely the simplest and easiest way to make 3D games on the DC. Basically, it seems that you would use the same tools for doing a quake 1 mod, while keeping the limitations of the DC in mind. That being said, the DC was quite a bit more powerful than the mid 1990s PCs that Quake 1 was initially developed for, so it's not like someone would necessarily be limited to Quake 1 very low poly graphics and low res textures with a mod... And you would also be able to have CDDA for good quality music. Interesting stuff. Come on guys, lets figure out how to make some mods

Ok here's some more info.
Making graphics for a quake mod is straightforward. You use whatever you want pretty much for 3d modeling and creating textures - and then there are loads of tools to convert to the quake format.
To program a quake mod, you have to do this in "quake C" which is a very simplified programming language (simple enough that 12yr old quake modders were able to pick up the basics quicky). Here is a blurb on quake C http://www.bluesnews.com/guide/quakec2.htm
In quake modder lingo, a mod that substantially changes the game (IE: completely new graphics, and gameplay features/mechanics) is called a "total conversion." Quake Rally and Airquake listed above are "total conversions" and Fightoon would clearly have been a "total conversion" as well. Total conversions are big undertakings (you are basically trying to make an entire game, and just making the art/models alone for a game as opposed to a tech demo could take you a really long time). Back when Quake modding was very popular, tons of people set off to make total conversions, and many total conversions ended up unfinished/canceled, etc. So, the takeaway is, don't have unrealistic expectations and think you can create a completely new game with the quake engine by yourself in a month

I want to find out some more information about this. Like the lighting and such cause if its possible. A 2D fighting game produced in a 3D engine can be quite beautiful with lighting and such over sprites.
